Fernando S. Guevara

I am currently the President of the National Fire Protection Association of the Philippines (NFPA Philippines). I was the Past President of the American Society of Heating, Refrigerating Air Conditioning Engineers (ASHRAE) Philippine Chapter from 2012 to 2013, I was also Technical Committee Chairman of the Philippine Society of Mechanical Engineers, Inc. (PSME) and the Philippine Society of Ventilating Air Conditioning Refrigerating Engineers (PSVARE). I Chaired the development into a book of the Philippine Mechanical Engineering Code 2012 and the PSVARE Standard for Energy Efficient Buildings for Non-Low Rise Buildings. 

I am a licensed Professional Mechanical Engineer in the Philippines and licensed Professional Engineer of California and Minnesota. I authored a book about the EPIRA Law. I am an ASEAN Chartered Professional Engineer.  I worked at various local and international consulting firms including a six year stint in the Middle East and in Guam. From 2002 to 2008, I practiced engineering in Glendale, California where I gained experience in building standards in the US. I was born and earn my living in the Philippine –the Country I love.

Just call me Engineer Ding.  I have been a practicing Professional Mechanical Engineer (1981) in the Philippines and for a short time, in the US, being a licensed Professional Engineer (2002) in California and (2001) in Minnesota. In 2015 to 2018, I was a Member of the Professional Regulation Commission Board of Mechanical Engineering.

My professional experience includes the following:

  • Past President of the American Society of Heating, Refrigerating Air Conditioning Engineers (ASHRAE) Philippines Chapter from 2012 to 2013
  • Fellow and Technical Committee Chairman of the Philippine Society of Mechanical Engineers, Inc. (PSME) from 2011 to 2012 that chaired the development of the 2012 Philippine Mechanical Engineering Code pursuant  to Republic Act No. 6541 as amended by Presidential Decree No. 1096 known as the National Building Code of the Philippines Chapter 13 Section 1302
  • Member, Philippine Society of Ventilating Air Conditioning Refrigerating Engineers (PSVARE) from 2009 to present that chaired the development of the 2010 PSVARE Standard for Energy Efficient Buildings for Non-Low-Rise Buildings.
  • Past President of the National Fire Protection Association of the Philippines (NFPA Philippines Inc.) from 2020 to 2023
  • In 2015, I authored a book about the EPIRA Law and the Philippine Electricity Rates.
  • I studied Mechanical Engineering at De La Salle College for three years and his degree at Adamson University in 1972. I completed my Master in Environment and Natural Resources Management in University of the Philippines Open University (UPOU) in 2022.
  • I am at present the President and Managing Partner of Guevara and Partners Inc. which was established in 1993, mentoring young and upcoming engineers in Mechanical, Electrical, Plumbing, and Fire Protection design and engineering consultancy.
  • I am an ASEAN Chartered Professional Engineer.
  • I worked for 20 years at various local and international consulting firms including a six-year overseas stint in the Middle East and in Guam.
  • From 2002 to 2009, I manage my engineering consulting office in Glendale, California where I gained experience in building standards in the US.
